The purpose of the program of crediting of businessmen through banks of the second level with use of the instrument of factoring is creation of alternative financing for businessmen of small and medium business. 
Program tasks — increase in coverage of subjects of small and average business by the state support, providing a continuous turnover of the capital of businessmen irrespective of a regularity of payments, attraction to the program of bigger number of the businessmen having receivables and needing financing, stimulation of the market of factoring in Kazakhstan and ensuring its transparency

Conditions on factoring operations for businessmen: The maximum limit – no more than 150 million tenge. 
Period of validity of a limit of factoring – till 36 months. 
Maximum rate of remuneration: for factoring with regress — no more than 2% a month. For a trading station without regress – no more than 2,5% a month. 
The maximum amount of discount with regress – no more than 10% of receivables sum, without regress – no more than 20% of receivables sum. There are no branch restrictions.
