The program grants the state grants and loans. It is directed to decrease payments of interest of the credit, guaranteeing the credits and training of businessmen for support and development of small and average business in RK

Description and requirements
1. Subsidizing of an interest rate for the credits directed on realization of new and modernization and expansion of the operating productions
"The sum of the credit(s) on which subsidizing is carried out can't exceed 4,5 billion tenge for one entrepreneur.
The subject of SMB has to provide participation in implementation of the project of own money at the level of not lower than 10% of a total cost of implementation of the project, or participation in implementation of the project with own personal/real estate (including the property of the third parties provided in providing) at the level of not lower than 20% of a total cost of implementation of the project.
In case of providing providing performance of obligations on the credit the personal/real estate which is directly not participating in implementation of the project, this property isn't considered as own participation in the project Subsidies are granted for a period of up to 3 years, prolongation of subsidizing for a period of up to 10 years further is possible.
Subsidies are provided in tenge credits with a nominal rate no more than 14% per annum, 7% is paid by the subject of SMB, and the difference is compensated by the state. If the rate is higher than 14%, then it is necessary for participation in this program, decrease in a rate by creditor bank to 14%.
The same rules work on the currency credits , only the level is established at the level of 12%., 7% are paid by the businessman, and the difference is compensated by the state."

2. Partial guaranteeing on the credits of banks directed on implementation of projects
"Provision of guarantees for the beginning businessmen on the credits at the rate up to 20,0 million tenges:
- The maximum size of a guarantee can't be higher than 70% of the credit sum;
- Providing on the credit – not less than 30% of the credit sum is provided;
- The term of provision of a guarantee – no more than 5 (five) years. Guaranteeing the credit directed 100% for replenishment of current assets with term is allowed no more than 3 (three) years. Participation in the direction on subsidizing of a rate of remuneration is allowed;
- An indispensable condition - training according to Program conditions;
Provision of guarantees on the credits at the rate to 60,0 million tenges:
- The maximum size of a guarantee can't be higher than 50% of the credit sum;
- Providing on the credit of not less than 50% of the credit sum is provided;
- The term of provision of a guarantee – no more than 5 (five) years. Guaranteeing the credit directed 100% for replenishment of current assets with term is allowed no more than 3 (three) years. It is allowed to participation in the direction on subsidizing of a rate of remuneration;
Provision of guarantees on the credits - in the amount of 60,0 to 300 million tenge (inclusive):
- The maximum size of a guarantee can't be higher than 50% of the credit sum;
- Providing on the credit (mortgage) cost, of not less than 50% of the credit sum is provided;
- Participation by own means not less than 10%, or own personal/real estate not less than 20%;
- The term of provision of a guarantee can't exceed 3 (three) years;
- Guaranteeing can be carried out on the credits issued on replenishment of current assets within the credit for acquisition and/or modernization of fixed assets, but no more than 30%.
Special condition: The businessman pays to the Financial agent the commission: up to 2 (two) years inclusive - 0,5% of the guarantee sum; over 2 (two) years - 1% of the guarantee sum."

3. Granting the state grants
"Program for businessmen who need financial support for start of the new project. Grants are provided on a grant basis. The main selection criterion – new, unusual business ideas.
Availability:
- The beginning subjects of private business, young businessmen, women, disabled people and those, who more senior than 50 years realizing business ideas in priority sectors of economy according to MCEA according to the Appendix 1 to the Program.
Condition:
- The maximum sum is 3 000 000 (three million) tenge. In a case when founders of re-created legal entity is several physical entities, who are in priority target group, Grant's sum to the specified legal entity shouldn't exceed the sums equal to work of number of the specified founders for 3 000 000 (three million) tenge."
Availability:
- The beginning subjects of private business, young businessmen, women, disabled people and those, who more senior than 50 years realizing business ideas in priority sectors of economy according to MCEA according to the Appendix 1 to the Program.
Condition:
- The maximum sum is 3 000 000 (three million) tenge. In a case when founders of re-created legal entity is several physical entities, who are in priority target group, Grant's sum to the specified legal entity shouldn't exceed the sums equal to work of number of the specified founders for 3 000 000 (three million) tenge."
4. Rules of subsidizing of a rate of remuneration on the credits of banks of the second level to subjects of
private business within the second direction "Improvement of a Business Sector" of the "Road Map of Business of 2020" program "This program will allow the subject of SMB to reduce expenses on remuneration payment to bank at repayment of the operating credits, i.e. received till January 1, 2010. At the same time subject of MSB pays the subject, the part is paid by the state.
Participation in the program is available if:
- The subject of SMB utilizes the bank credit and works in priority sectors of economy;
Even if the subject of SMB participates in stabilization and anti-recessionary programs of the state, it won't prevent it to become the participant of the «Subsidizings of a Rate of Remuneration on the Credits of Banks» program;
Participation in the program is forbidden if:
- To carry out release of alcoholic, alcohol-containing, tobacco products;
- Direct creditors are the State institutes of development (for example, «National Operating Holding «KazAgro» JSC and its affiliated organizations, and also other financial institutions where a founder is the state);
- The company is included into the list of taxpayers on the website (http://online.zakon.kz/Document/?doc_id=31313739);
- If already gets financial support within programs of the Ministry of Agriculture;
- The credits were issued for replenishment of current assets;
- The credits on which it is planned to receive subsidizing have been given for processing of agricultural production. "

5. Subsidizing of a rate of remuneration under contracts of financial leasing within the third direction
"Decrease in Currency Risks of Businessmen" of the Road Map of Business of 2020 program
"The subsidizing of a rate of remuneration under contracts of financial leasing» program is intended for those who have taken in use property from the leasing company with the right of the subsequent repayment and wants to reduce expenses on payment of remuneration for his use. Within the program the businessman will be able to receive state subsidies for financing of transactions on financial leasing. On each of projects of the businessman the amount of state support can make up to 4,5 billion tenge irrespective of a total cost of the project and total amount of the bargains on financial leasing concluded by the businessman.
Conditions of granting subsidies:
- Has to deposit own funds or property which cost will be equal not lower than 10% of cost of a subject of leasing;
- The term of subsidizing makes till 3 years and can be prolonged till 5 years;
- Subsidizing can be carried out under contracts of financial leasing of the leasing companies / bank with a nominal rate of remuneration no more than 14% per annum from which no more than 7% are paid by the businessman, and 7% - are compensated by the state;
- In case remunerations of leasing of the leasing companies / banks are lower than 14% per annum, then 7% are compensated by the state, and the difference is paid by the businessman;
- Subsidizing of the existing contracts of financial leasing (issued since January 1, 2010) with a nominal rate is higher than 14% per annum, is carried out only after her decrease to 14% per annum;
- The fund «DAMU» has the right to carry out transfer of subsidies regarding the subsidized remuneration rate even if the leasing company / bank has provided a grace period (the additional period of time during which the sum of a principal debt on the credit isn't repaid; the delay has begun repayments of the credit) on payment to not subsidized part of a rate of remuneration."

1. Development of production (industrial) infrastructure
"Within this program the state helps in development of production (industrial) infrastructure of the enterprise is allocated if the subject of SMB acts in one of monotowns with a low and average potential. Leading of infrastructure both for separate projects, and for industrial platforms is possible. Funds are allocated for construction and reconstruction of the following infrastructure:
- roads, water disposal, gasification, conduits, steam lines, heat supply, construction and reconstruction of boiler rooms for industrial platforms;
- water supply systems, railway deadlocks;
- installation of telephones, electric substations, power lines.
It is also possible to receive compensation or payment of part of expenses on gas, the electric power, acquisition of the land plot and acquisition (construction) of buildings (constructions) if the company realizes investment strategic projects.
- The cost of construction (reconstruction) of infrastructure shouldn't exceed 50% of project cost in case of leading of infrastructure for the separate project;
- Development of production (industrial) infrastructure has to correspond to the master plan of development of the monotown. "

"Business —Adviser project - short-term training of the population with an enterprise initiative and the acting businessmen on creation of own business, marketing, management of human resources, legal bases of business, finance.
Target audience: citizens of RK with an enterprise initiative and acting businessmen.
The program of training includes the following subjects:
- introduction to business;
- business psychology;
- business plan;
- marketing activity;
- human resource management;
- finance for the businessman;
- legal aspects of business;
- skills of use of information and communication technologies for business.
Business —Adviser project is realized by «Fund of Development of Business «Damu» JSC within realization of the fourth direction of «Strengthening of Enterprise Potential» program. Since 2015 the realization of the Business-Adviser project is enabled by National chamber of businessmen of Kazakhstan «Atameken»

- The services connected with conducting accounting and tax accounting, and also drawing up the statistical reporting;
- Services in customs procedures;
- Consultation and full support of all process of introduction of systems of management;
- Rendering legal services;
- Services in questions of marketing;
- Consultations in services industry of information technologies;
- The services connected with government procurement, purchases of the national companies and subsoil users;
- Services in questions of management."

4. Project "Business links"
"The purpose of the tool is support to the subjects of SMB who are carrying out the activity in priority sectors of economy within the program due to establishment of business connections with foreign partners with assistance of the international and foreign organizations.
Requirements for participation in the Business connections tool:
- The enterprise has to have the status of the subject of SMB;
- The current activity of the enterprise has to correspond to the List of priority sectors of economy (according to the appendix 1 to the Program);
- The position of the participant has to be not below the deputy head or the head of an average link of the enterprise."

5. Project "Training of top-management of small and medium business"
"The «Training of Top Management of Small and Meduim Business» component is directed to introduction of new models of creation of successful business, development of skills of effective management of the operating enterprise and the solution of strategic and tactical business challenges on the basis of the Higher school of business of JSOC «Nazarbaev Universitet» with attraction of the foreign training centers within implementation of the Uniform program of support and development of business «Road map of business 2020».
Conditions of participation in a component:
- The heads of the top and average management of the enterprises of small and medium business who are carrying out activity in priority sectors of economy can become participants of a component;
- Participants of a component independently pay transportation to the place of training and back, and also accommodation;
- Payment of expenses on training of participants will be carried out at the expense of means of the republican budget.
Requirements to participants of the «Training of Top Management of Small and Meduim Business» component:
- The applicant has to hold a senior position of the top and average management at the enterprise;
- The enterprise has to be subject of small and medium business;
- The current activity of the enterprise has to be carried out within the List of priority sectors of economy (according to the appendix 1 to the Uniform program of support and development of business «A road map of business of 2020»);
- Journey and accommodation at the period of training will be financed by own means.
Payment of expenses on training of participants will be carried out at the expense of means of the republican budget.
